2006 Draft criteria consultation

The initial draft licensing and certification criteria for ECE services were developed by the Ministry of Education alongside sector representatives with discussion documents containing the draft criteria distributed to the wider ECE sector in May 2006. This marked the beginning of a four-month public consultation period.

Feedback forms specific to the four service types outlined in regulation were distributed to 4,600 currently operating ECE services with the discussion document. The forms sought a combination of both quantitative and qualitative feedback about:

• whether the draft criteria have achieved their aims,
• some issues for further discussion, and
• how the draft criteria would impact on individual services (via a self-trial).
