Step 7 - Apply for a probationary licence and charter agreement
A. At Step 4 (E) you should have applied for a probationary licence using an Application to license an early childhood centre (EC1). If you have not already sent this application to your local Ministry of Education office, complete the application and send it now. Include documentation developed at Step 4 and Step 6.
B. Contact your local Ministry office to set a date for your pre-license visit. The Ministry uses this visit to determine whether your service is ready to be granted a licence.
C. If you have not already done so, send your application to become a chartered early childhood centre (EC/4A) to the Ministry of Education. You should have discussed your charter application with your Ministry official at Step 4 (F).
D. Set up your centre environment so that it is fully ready for children and their families to attend.
E. Carry out your own pre-license check using the Ministry’s licensing checklist.
F. Ensure your licensee and head or senior teacher is available during the Ministry’s pre-license check.
G. When the Ministry grants you a probationary license, display it on your wall. You can now start operating. Good luck!

Please note: A full license application must be made within 12 months of gaining a probationary licence. During the full license check the Ministry of Education will assess policies, practices and curriculum implementation in action. |
